The first step is passing a budget that includes a major commitment to funding health care reform. Then committees in both the House and Senate will consider health care reform bills. The House and Senate will each pass their own bills which will then go to a conference committee to finalize one bill. That bill will be passed in the House and Senate and then sent to President Obama to sign.
