Chart Shows How Health Care Would Work Under H.R. 3200

Washington, DC – In light of all the lies, distortions, and misinformation that have been spread about health care reform in general and the House health care reform bill (H.R. 3200) in particular, Health Care for America Now (HCAN) – the nation's largest health care campaign – has created the following chart to show how the health care system would really work under America's Affordable Health Choices Act.

HEALTH REFORM

(Under House Bill, H.R. 3200)

Under H.R. 3200, there will be—

  • Reforms to prevent insurers from denying or dropping coverage.
  • Comprehensive health insurance benefits.
  • Assistance for low- and moderate-income families.


For large and mid-size employers—

  • Employers will arrange and contribute to the cost of health insurance for their employees, paying at least 72.5% for individual coverage and 65% of premiums for family coverage.
    • Employers with total annual payroll expenditures of $500,000 or less will not be subject to this requirement.
  • Employers that are required but do not provide coverage for their employees will pay a fee to assist those securing coverage through the Health Insurance Exchange.
    • For employers with total employee wages between $500,000 and $750,000, the fee is between 2 percent and 8 percent of wages. Larger employers pay 8 percent.
  • Persons with employer-sponsored health insurance coverage are projected to increase under H.R. 3200 from 150 million today to 162 million in 2019.


For smaller employers—

  • Small employers with total annual payroll expenditures of $500,000 or less will be exempt from the requirement to contribute to the cost of health insurance for their employees.
  • Small employers and their employees will be provided expanded coverage options through the Health Insurance Exchange.
  • Small, low-wage firms that contribute to the cost of health insurance for their employees will be eligible for tax credits equal to up to 50% of the cost of coverage.


For individuals and families—

  • If an employer does not provide coverage, or a small employer provides employee coverage through the Exchange, employees can access individual and family coverage through the Health Insurance Exchange.
  • Through the Health Insurance Exchange, a range of health plans will be available for individuals and families to choose from, including a public and private health plan options.
  • Low -and moderate- income families will be eligible for financial assistance on a sliding scale to help pay for comprehensive health insurance coverage.
